​Steve Layman – is a member of the American Correctional Association, National Juvenile Detention Association, National Partnership for Juvenile Services, Office of Juvenile Justice & Delinquency Prevention and the National Center for Missing & Exploited Children.
The mission of the Sevier County Juvenile Facility is to safely and securely hold juveniles for detention or adjudication for the Sevier County Juvenile Court. The facility shall be an integral part of the Juvenile System by providing counseling, education and security necessary to promote a positive behavioral change for the juvenile during rehabilitation at the facility. The Sevier County Juvenile Facility will operate under the direction of the Sevier County Commission and the Supervision of the County Mayor. The facility will strive to meet all state standards for certification, utilizing all available resources to assist Sevier County citizens, law enforcement and our Juvenile Court with placement, programs and proficiency for the benefit and betterment of our juveniles in Sevier County.

TITLE VI OF THE 1964 CIVIL RIGHTS ACT
